Rate of Growth/DeclineThe small annual growth rate started falling in 1992 and went negative in the 1995-96 estimate. This estimated loss continued through July 1999. The 1998-99 rate is negative but the trend is positive. The 3% "jump" in 2000 shows that the actual growth rate, based on the Census, is higher than the estimates predicted. That is the starting point for the next ten years of estimates. |
