Under the December 12, 2001 headline, "Blaum blames Sherwood for 11th 'massacre'," The Citizens' Voice of Wilkes-Barre published a graphic that sparked a storm of protest from citizens who saw for the first time what the Republican redistricting plan looked like. The gerrymander was described as "a dagger through the heart of our region" in letters to the editor and the resulting public debate forced the authors of the plan to retrench and put the 11th Congressional District back on the Pennsylvania map. The result still "guts" Lackawanna County and divides Luzerne County but it has more regional integrity than the Republican plan. |
