A note of caution regarding the 2000 Census numbers: The Bush administration issued a ruling in late February 2001 to release uncorrected population numbers for the redistricting of States. Thus, the numbers are not adjusted using the Accuracy and Coverage Evaluation (A.C.E.) Policy which is designed to correct for under- and overcounts that normally occur in a decennial census. Subsequently, contrary to public law and Supreme Court rulings, the Administration refused to release the corrected population figures. It seems that perceived political advantage outweighs the public good in this matter. Except for Wyoming County, the other eight counties and Northeastern Pennsylvania as a whole show a positive deviation of from 1 to 4 percent from the 2000 estimated population.
