Wilkes-Barre Voting Districts
A King's Community Service Project

The Wilkes-Barre Districting Committee was established by referendum in November 2001. Its charge was to create five City Council districts of equal population using the city's current ward and district boundaries.

In September 2002 the all-volunteer committee approached the MAP Center for help in creating the districts and verifying the population of each. It became an adventure when we discovered that the city, county and federal maps had somewhat different takes on the boundaries.

City ward map, county district maps and county voter lists were used to create the first accurate digital map of Wilkes-Barre's voting districts. The head of county voter services made the final decisions on questionable boundaries.

Post Script: In 2003 a court ruled that the original referendum question was invalid and thus the five-district plan was moot. The county did not appeal the ruling.
