Wilkes-Barre Council District Scenarios

Each district had to have a population within 5% of 8,625 persons. Of the nine scenarios created, two did not meet that requirement. The commission chose six of the remaining seven scenarios for public comment. The schemes used either a compact "block" approach or a distributed "strip" approach. The former emphasizes neighborhood groupings and the latter attempts to spread each district among different neighborhoods. [Back to main page]
