Luzerne County Voting Districts  
A King's Community Service Project
 
 

The Luzerne County Government Study Commission was established and its members elected in November 2001. The Commission's task was to develop a Home Rule Charter for the county. The Pennsylvania Economy League (PEL) was hired as a facilitator.

In April 2003 the PEL asked for bids to create council voting district scenarios for the Study Commission. The MAP Center's bid was selected and we began work with the PEL advisors to meet the Commission's needs.

The task was "simpler" than the Wilkes-Barre voting district project because the County districts are to be based on municipal boundaries and populations. Both are well established and require no additional 'truthing.'

The council district map is a small part of the entire plan which will be on the November 2003 ballot as a single yes/no question.
