The Study Commission met, discussed the four-district scenarios and then asked for a six-district scheme. The new "magic number" was 53,208 persons per district with a 5% variation allowed. This is close to the mathematical limit because of the population of Wilkes-Barre City and the requirement that MCDs remain intact.
