Soon after winning the bid we worked with consultants from PEL to produce scenarios based on four county council districts. We built one of these around school districts and surprisingly it was almost a perfect match. The target population for each district was 79,813 with a 5% margin allowed. Of the four scenarios we created the "worst" case was off by 3% from the ideal. [Back to main page]
